    Mayvin® is currently seeking an experienced Program Analyst for an effort in support of The Office of Naval Research (ONR) SBIR and Special Projects group (Code 353) which falls under the ONR Naval Air Warfare and Weapons Department (Code 35). The mission of ONR Code 353 is to manage Technology Transition programs that accelerate the transition of critical technologies to the warfighter and Technology Transfer programs that accelerate the use of naval technologies by other organizations. This effort will provide technical and administrative program management support to ONR T2, DPSI, RIF, FE and FCT technology transition and technology transfer programs. The position will be located at ONR Headquarters located in Arlington, VA and is contingent upon contract award.

     

    You must be a U.S. citizen to be considered. Active Secret clearance is required. 

    Responsibilities

    • Provide Department of the Navy (DON) Cooperative Research and Development Agreements (CRADA) support to include collection, compliance, quality assurance, audit, and database management support.
    • Provide data/information management, coordination, and reporting support to include development of high-level presentation material, statistical data collection, data call distribution and collection, and data analysis.
    • Provide policy documentation support to include development, review, and approval processing of staff material, presentations, letters, memorandums, reports or other documentation related to  the DoN T2 Program and DoN DPSI Program.
    • Provide outreach support to include assisting the DON PM in enhancing the visibility of the DON T2 Program and the DON DPSI Program to DON management, DoD and Federal activities, state and local governments, industry, and academia.
    • Provide T2/DPSI meeting and conference support.
    • Provide budget assistance to include development, review and analysis of T2/DPSI budget requests and other budget related activities and documentation.

    Qualifications

    Education

    • Minimum of a Bachelor’s degree in a relevant field of study from a fully accredited institution (Advanced degree preferred but not required).

    Clearance:

    • Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

    Experience:

    • 5-10 years demonstrated knowledge and experience to implement quality assurance and policy compliance practices for technology transfer business development efforts including Cooperative Research and Development Agreements (CRADAs).
    • 5-10 years demonstrated knowledge and experience to gain agreement from the technology transfer community and other stakeholders on prioritization of business requirements, definition of project scope, and definition of key project dates.
    • 5-10 years experience in content management and database applications.
    • 5-10 years demonstrated knowledge and experience to develop audit scenarios and execute quality control testing on completed database components.
    • 5-10 years demonstrated knowledge and experience to train end-users on content management technology, as it is to be applied in support of the end-user’s mission.
    • 5-10 years demonstrated knowledge and experience to track & organize contractual documents, financial records and budgets consistent with Navy best practices.
    • 5-10 years demonstrated knowledge and experience to assist in the development, technical review, processing and documentation of budget requests, budget changes and other
      matters of budget implementation.
    • Experience communicating and translating business and policy requirements to the technology transfer community.
    • Knowledge of applicable legislation affecting DoN technology transfer policies.
