    Mayvin® is currently seeking experienced applicants for a Program Analyst IV/Integrated Master Scheduler position for an effort in support of Joint Enterprise Omnibus Program, Engineering, and Technical Support (JE-OPETS) Contract for acquisition support. This objective of this effort is to optimize performance and maximize efficiencies in the areas of funding, schedule, contract management, program management, and execution in the program management offices. The position will be located at Joint Project Manager Guardian (JPM G) in Edgewood, MD and is contingent upon task order award.

     

    You must be a U.S. citizen to be considered. Active Secret clearance is required.

    Responsibilities

    • Work with the JPMG product teams to create the integrated master schedules (IMSs) for the JPMG portfolio and provide them to leadership electronically using schedule software like Microsoft Project, Open Plan, Primavera, Milestones Professional, etc.).
    • Analyze the IMS’s and provide high-level IMS briefings to support JPMG leadership decision making. These activities require development of integrated master schedules, analyzing critical paths within schedules, developing and presenting schedule metrics, and analyzing and managing schedule data for complex programs.
    • Work with the risk manager to provide a risk-loaded Integrated Master Schedule (IMS) for a complete engineering development program involving hardware and software development, multiple sub-component integration, and system testing.
    • Understand Monte Carlo simulation data to see all the possible outcomes of decisions and assess the impact of risk, allowing for better decision making under uncertainty (e.g. Risk Recon or similar risk software).
    • Assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.
    • Support project management, engineering management, Department of Defense (DoD) acquisition, or another related subject of comparable complexity and responsibility; applying the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to the life cycle (product development, production, and sustainment).
    • Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.
    • Apply relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.  Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users’ requirement.
    • Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes, requiring the use of Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Microsoft Excel, and Word..  When applicable, documents shall be prepared in accordance with (IAW) DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.
    • Lead an integrated product team (IPT) and/or participate and provide input to program functional IPTs, Integrated Program Reviews (IPRs), milestone decisions, and required program updates.
    • Provide input to support annual, monthly, and weekly recurring reports, as needed.
    • Communicate programmatic issues, concerns, and information.
    • Assist in maintaining program management tools and processes.
    • Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. 
    • Interface with program management, contracting, and engineering staff, as well as assembly supervisors, to ensure the accuracy of forecasting information and schedule feasibility.
    • Support the development of the cost baseline or current estimate to complete based on the schedule activity detail.  As part of this task, the contractor shall integrate the schedule toolset with various cost toolsets.

    Qualifications

    Education

    • Bachelors degree from an accredited university highly preferred but not required.

    Clearance:

    • Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

    Experience:

    • Experience with DoD acquisition process required.
    • Prior Integrated Master Scheduling Experience.
    • Proficient with the Microsoft Office Suite.
    • Strong communication, organizational, creative, analytical and problem solving skills.
    • Ability to handle multiple tasks simultaneously and switch between tasks quickly.
    • Ability to work in a team environment.
    • Ability to create and maintain formal and informal networks.
