    Mayvin® is currently seeking experienced applicants for an Acquisition Analyst IV position for an effort in support of Joint Enterprise Omnibus Program, Engineering, and Technical Support (JE-OPETS) Contract for acquisition support. This objective of this effort is to optimize performance and maximize efficiencies in the areas of funding, schedule, contract management, program management, and execution in the program management offices. The position will be located at Joint Project Manager Information Systems (JPM IS) in Edgewood, MD and is contingent upon task order award.

     

    You must be a U.S. citizen to be considered. Active Secret clearance is required.

    Up to 50% travel required with 40% Continental United States (CONUS) and 10% Outside Continental United States (OCONUS) 

    Responsibilities

    • Provide on-going analytical and senior-level program management support, assisting to facilitate and coordinate daily staff operations, communications, and processes.
    • Provide technical acquisition strategy support to leadership.
    • Recommend strategies, review schedules, identify issues, and recommend actions to meet program milestones.
    • Gain concurrence, approval, and consensus from stakeholders on various issues.
    • Provide a consistent presence to relay issues, concerns, and perceptions of key stakeholders.
    • Interact with Government and contract support personnel who oversee discrete elements of the acquisition program.
    • Work with disparate functional groups and team members in order to understand, analyze, execute, and communicate acceptable solutions to overcome challenges and mitigate cost, schedule, and performance risks.
    • Review internal and external reports and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact.
    • Interpret specifications, requirements, and technical data.
    • Prepare detailed briefs in support of the program office.
    • Chair and direct Integrated Product Team (IPT) meetings when needed, providing senior-level guidance for all programs. In addition, the contractor shall facilitate various meetings and discussions with both internal and external stakeholders.
    • Assist in the development of documentation, providing advice and analyzing data to be used during informational and pre-decisional program meetings.
    • Lead or assist in preparation and support of Program Management Reviews (PMR)s, IPTs, and other meetings.
    • Deliver senior-level presentations and briefings.
    • Develop, analyze, and staff critical acquisition documentation, reports, and briefings.
    • Draft, review, staff, and update a variety of documentation (e.g., acquisition documents, memorandums, briefings, information papers, issue papers, meeting meetings, etc.).
    • Provide coordination and staff support at meetings, program reviews, conferences, and briefings by producing the agenda and meeting minutes, preparing presentation materials and displays, hosting or participating in the event, and recording and tracking action items.
    • Track the status of action items and assigned milestones, ensuring deadlines are met.
    • Respond to internal and external requests for information.
    • Maintain a library of product/program-specific electronic files and applicable reference materials for one or more programs.
    • Manage and execute the installation, training, operational support, and logistics for the Global Biosurveillance Portal. In addition, the contractor shall support the development and implementation of technical and programmatic plans, measures, and progress reports to manage Global Biosurveillance Portal exercise support.
    • Support the planning and evaluation of program exercise execution.
    • Assist in the management, scheduling, and performance of exercise support for the Biosurveillance program(s) and projects.
    • Provide support for exercise requirements, research and development activities, integration, training, production, installation, and budget planning.
    • Prepare, plan (i.e., budget estimates, Work Breakdown Structure (WBS)s, and schedules), and perform exercise events.
    • Support the development of a Master Scenario Events List, tailoring the information system to meet exercise objectives.
    • Provide assistance to the Program Manager(s) (PM(s)), preparing and/or presenting briefs to internal and external stakeholders (i.e., Congressional Staffers, Chief of Naval Operations, Type Commanders, Operational and Joint Test Commands, other System Commands, other Program Executive Offices, Other Government Agencies (OGA)s, Industry partners, and representatives from foreign allies).
    • Gain concurrence, approval, and consensus from stakeholders on various issues across JPEO-CBRND, Defense Threat Reduction Agency-Joint Science and Technology Office (DTRA-JSTO), Joint Requirements Office (JRO), and Office of the Secretary of Defense (OSD).

    Qualifications

    Education

    • Bachelors in Business, Supply Chain Management, or related discipline from an accredited college desired but not required. Masters highly preferred.
    • Defense Acquisition University (DAU) Level III certification, or the equivalency, in Program Management highly preferred.

    Clearance:

    • Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required

    Experience:

    • Minimum of four years of experience working with the Global Biosurveillance Portal (G-BSP) or other Department of Defense (DoD) experience.
    • Experience and in-depth knowledge of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) G-BSP.
    • Experience conducting G-BSP or other DoD exercises with external United States (US) and foreign government agencies.
    • Experience conducting United States Special Operations Command (USSOCOM) Operational Test Events In Concert With (ICW) recognized United States Government (USG) Testing Agencies.
    • Experience working with USG Interagency partners, to include Department of State (DOS), United States Embassy (USEMB) (various), United States Agency for International Development (USAID), Department of Homeland Security (DHS), and Health and Human Services (HHS).
    • Experience conducting training events with Theater Special Operations Commands (TSOCs).
    • Experience conducting demonstrations at major military/biomedical conferences.
    • Experience providing G-BSP demonstrations at the General Officer (Army/Marines/Air Force) (GO)/ Flag Officer (Navy/Coast Guard) (FO)/Joint Staff (JS) level, to include those of foreign partners.
    • Apply acquisition and technical program management support for operational concepts.
    • Possess planning, analytical, problem solving, organizational, and leadership skills to effectively support the following:
      • Interaction with stakeholders at an executive level
      • Work and project prioritization
      • Gathering, analyzing, and presenting facts and positions using appropriate data collection techniques and tools
      • Identifying problems and developing innovative solutions
      • Planning and executing programs, projects, or studies within established constraints (e.g., funding, schedule, etc.)
    • Possess an in-depth knowledge of DoD acquisition processes.
    • Proficient with the Microsoft Office Suite.
