    Mayvin® is currently seeking experienced applicants for an Acquisition Analyst IV position for an effort in support of Joint Enterprise Omnibus Program, Engineering, and Technical Support (JE-OPETS) Contract for acquisition support. This objective of this effort is to optimize performance and maximize efficiencies in the areas of funding, schedule, contract management, program management, and execution in the program management offices. The position will be located at Joint Project Manager Guardian (JPM G) in Edgewood, MD and is contingent upon task order award.

     

    You must be a U.S. citizen to be considered. Active Secret clearance is required. 

    Responsibilities

    • Support developing implementation plans, standard operating procedures (SOPs), and best practices based on relevant Army, Department of Defense (DoD), and Joint policies, plans, and procedures for acquisition and CBRNE operations.
    • Review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.
    • Work at a senior level to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
    • Interface and provide cost, schedule, risk data and analysis to JPMG integrated master schedule and risk manager.
    • Brief leadership on the status of program reviews and recurring reports.
    • Provide program status updates at regular senior staff meetings.
    • Communicate programmatic issues, concerns, and information.
    • Assist to develop and update top-level briefings for public presentation to be utilized at various conferences and events.
    • Assist in maintaining program management tools and processes.
    • Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
    • Provide acquisition and technical support, as well as providing written analysis and updates on issues pertaining to testing, source selection, acquisition documents, and other related areas.
    • Provide general support (e.g., assisting the Program Manager (PM) during Program Objective Memoranda (POM) builds; developing trade-off analyses to support optimization of equipment capabilities; participating in Program Management Reviews (PMRs), Integrated Product Teams (IPTs), and other meetings; interfacing with JPEO-CBRND offices; etc.).
    • Develop and recommend changes to program planning, budgeting, and acquisition documentation.
    • Prepare senior-level draft briefings, documents, position papers, and white papers pertaining to budget, schedule, spend plans, and cost estimates.
    • Develop implementation plans, standard operating procedures (SOPs), and best practices for use by PM staff.
    • Provide periodic and effective communication of science and technology objectives, plans and progress to Joint Program Manager (JPM) leadership, Physical Security Equipment Action Group (PSEAG), and other stakeholders.
    • Assess program documentation for schedule, developmental, and programmatic risks and provide recommendations for process improvement.
    • Serve as the action officer and advisor to the Director of Acquisition on all critical aspects of Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE).
    • Assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines, applying the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to product development, production, and sustainment.
    • Maintain awareness of program execution and milestones, as well as their strategic impacts.
    • Consider affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities.
    • Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals, applying the acquisition processes and policies relating it to product development, production, and sustainment.
    • Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
    • Apply relevant skills and help to develop business processes to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.  Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users’ requirement.
    • Write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.
    • Assist in identifying, assessing, developing, and mitigating program risk.
    • Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.  When applicable, documents shall be prepared in accordance with (IAW) DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones. These activities require the use of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Microsoft Excel, and Word.
    • Maintain a list of required documents for assigned programs with corresponding projected need dates.
    • Support project management, engineering management, DoD acquisition, or another related subject of comparable complexity and responsibility.
    • Lead an IPT and/or participate and provide input to program functional IPTs, integrated program reviews (IPRs), milestone decisions, and required program updates.
    • Review and provide input to acquisition documentation in support of program milestone decisions and IPRs.
    • Provide input to support annual, monthly, and weekly recurring reports, as needed.
    • Track the status of action items, meeting minutes, program milestones, and monthly reports.
    • Assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
    • Ensure that product teams are aware of deadlines, assignments, and objectives.
    • Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. 
    • Monitor/protect acquisition-sensitive materiel.
    • Meet assigned deadlines.
    • Provide the Program Manger (PMs) guidance on document staffing, acquisition process, and policy implementation.
    • Provide support at static displays, command-level briefings up to the 4-star level, and meetings with Director of Operational Test and Evaluation (DOT&E) and Joint Requirements Office (JRO) at the Pentagon.
    • Manage, coordinate, and assist in the development of test and evaluation plans, procedures, and work products.
    • Provide technical and analytical support, coordinating and integrating CBRNE concepts, assessments, requirements, and capabilities.
    • Coordinate equipment fielding and user requirements for programs of record and brief management on program issues.

    Qualifications

    Education:

    • Bachelors of Science in Supply Chain Management, or related discipline from an accredited college desired but not required. Masters degree highly preferred.
    • Defense Acquisition Workforce Improvement Act (DAWIA) certification in acquisition or program management desired but not required.

    Clearance:

    • Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Active Secret clearance required.

    Experience:

    • DoD acquisition experience required.
    • Strong communication, organizational, creative, analytical and problem solving skills.
    • Ability to handle multiple tasks simultaneously and switch between tasks quickly.
    • Ability to work in a team environment.
    • Ability to create and maintain formal and informal networks.
