    Mayvin® is currently seeking experienced applicants for a Financial Manager II position to provide financial management analysis and support for the appropriated funds budget, distribution, control, and reporting for Naval Special Warfare Center (NSWCEN) located at Naval Amphibious Base, Coronado, CA.


    You must be a U.S. citizen to be considered. Secret clearance is required


    • The candidate shall perform duties in support of NSWCEN's budget and financial management, analysis, and reporting for NSWCEN’s Total Obligation Authority (ToA). The candidate shall:
    • Assist in developing spend plans to support budget submissions.
    • Assist in monitoring budget execution to identify trends and analyze the use of funds.
    • Perform analysis of trends and provide recommendations to meet established obligation targets.
    • Compile data from various sources and prepare a variety of recurring and special budget reports, completed and submitted within established deadlines.
    • Assist in preparation of various budget exhibits using prescribed templates; Ensure all supporting documentation provides sufficient evidence to justify budget submissions.
    • Analyze and assist in processing funding requests to ensure fiscal compliance e.g. proper use of funds, etc.; Assigns financial structure in accordance with local business rules.
    • The candidate shall assist Government personnel in performing oversight and monitoring execution of NSWCEN budgetary resources in the Operations and Maintenance budget. Contractor shall identify and analyze trends in receipts, obligations, and expenditures.  Contractor shall assist in monitoring budget levels to ensure appropriate and efficient use of funding.  The candidate shall:
    • Make recommendations for funding targets based on analyses of activity budget estimates, historical expenditures, projected requirements, and approved funding.
    • Assist in monitoring and assessing obligations, expenditures, and requests for allotments, through examination of accounting records, continuing dialogue with program officials and their staffs, and review of progress reports.
    • Prepare a variety of reports covering the status of program funds, expenses, and obligations, as required by higher authority. This will not include the drafting of Congressional testimony, responses to Congressional correspondence, or agency responses to audit reports from the Inspector General, the Government Accountability Office, or other Federal audit entity.
    • Assist in evaluating the effect of cost and program changes on the budget execution process. Analyze program key performance factors.
    • Analyze the need for transfers and realignments of funding between object class, line item, work breakdown structure (WBS) codes, and accounts under the same budget program. Analyze the need for reprogramming between budget programs and components.
    • Assist in the monitoring of year-end closing to ensure proper and full use of program funds, with no anti-deficiency violation.



    • A minimum of a Bachelor’s Degree in a relevant field from an accredited institution is highly desired
    • DoD Financial Management Level II Certification or equivalent highly desired


    • Applicants selected will be subject to a security investigation and will need to meet eligibility requirements for access to classified information; Secret clearance is required.


    • The candidate shall have a minimum of 8 years’ experience in DoD budget planning and formulation or related budget field that equipped the contractor with the particular knowledge, skills and abilities to perform successfully the duties of the position.
