    Mayvin® is currently seeking experienced energetic self-starters responsible for activities in the organization's contracts administration function. Position is located in the Fayetteville/Fort Bragg, NC area.  Interprets the conditions and terms of contracts including fiscal and legal implications and advises management on all significant procedures and regulations affecting the contract. Understanding and application of government contract administration principles, concepts, practices, and standards. Responsible for maintenance of compliance with all federal regulations as they pertain to the corporations’ Government Contracts and Subcontracts. Uses knowledge of FAR, of specific contracts, and of other Government contracting regulations to inform decisions on contract execution compliance. Responsible for administering TA’s and NDA’s with all subcontractors as well as engaging the project teams and corporate office for properly recording and tracking contractual execution. Participates in the negotiation of contract terms and assessment of contract proposals. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. Reports to CFO/COO. TS-SCI clearance required.

    Responsibilities

    • Reviews performance and financial capability of negotiated acquisition offeror’s through review of past awards, request for performance and/or analysis of pre award survey information, and/or limited price or cost analysis for which a considerable amount of historical or precedent data are available. Prepares recommendation for award, documenting reasons for decisions and justifying basis for award.
    • Assists in monitoring contract performance and/or contract termination.  Monitors contract performance through telephone conversations, correspondence, progress reports, delivery schedules, and other requirements stated in the contract. Assists higher grade specialist by performing a variety of tasks related to contract termination.  Identifies potential problems and makes recommendations for consideration by the contracting officer. Prepares letters, memoranda, documents, or reports that support contractual actions or recommendations.
    • Interpreting and applying procurement regulations and policies. Developing acquisition plans, developing procurement administrative lead time milestones. Implementing approved contracting strategy to develop the solicitation document and/or requests for quotes. Performing detailed contract administration activities.
    • Assist in preparation of the contracting data and reports to include: formal Acquisition Plans, Justification and Approval (J&As) for other than Full and Open Competition, Statement of Work (SOW), Statement of Objectives (SOO), Independent Government Research (IGE), Market Research, Contractor Data Requirements Lists (CDRLs), Determination and Findings (D&F), and other required documentation for a procurement.
    • Assist in analyzing offers received, preparing a negotiation position, evaluating technical and cost proposals, and negotiating cost.
    • Conducting extensive and sophisticated cost and pricing analyses. Maintain and prepare statistical acquisitions reports, formulation and maintenance of centralized electronic procurement files, and provide administrative support as required.
    • Maintain files related to acquisition requirements and plans, monitor acquisition trends and patterns, coordinate input to data calls, and provide support to monitor funding.

    Qualifications

    • Requires a bachelor's degree.
    • minimum of 5 years of corporate Government Contracting experience
    • Working knowledge of FAR and CPSR requirements.
    • Strong Interpersonal skills. Detail oriented and the ability to multi-task
    • Excellent written and oral communications, computer skills, and some mathematical skills working with excel documents and figures. Strong abilities in Microsoft Office Suite applications to include Outlook Email, Word, and Excel.
