Overview

Mayvin is currently seeking an experienced Senior Acquisition Specialist.  The selected candidate will support Government Project Manager(s) at the U.S. Customs and Border Protection (CBP) Headquarters site located in Washington, D.C. The candidate will serve on an Integrated Product Team (IPT) or similar structure performing a range of acquisition activities acquiring border security technology. Specifically the candidate will provide acquisition experience and leadership from cradle to grave acquisitions/procurements beginning with the planning phase through contract close-out. Additional support includes all aspects of both pre-award functions (e.g. site surveys, market research documents, requirement development/defining activities, acquisition strategy, Independent Government Cost Estimates/lifecycle cost documents, solicitation and award packages, and related contractual documents), and post-award administration. This position provides overall policy and program guidance and acquisition oversight for a portfolio of communications, networks and information technology programs, projects and initiatives within the Non-Intrusive Inspection.  

 

Responsibilities

Market Research Support

  • Conducts market research both informally and formally through the Request for Information (RFI) process.
  • Analyze operational requirements and prepare documents for the RFI.
  • Reviews RFI responses and assists in the development/finalization of the Market Research Report of the functional/system requirements

 

Acquisition Strategy Support

  • Assist the acquisition strategy development process by recommending and analyzing various acquisition options or alternatives, which may include an assessment of contract alternatives, durations, testing, risk, available funding and other strategy factors.
  • Assist the Program Management Office (PMO) with developing acquisition strategy and preparing for acquisition review boards. Assist in converting operational requirements into contractual requirement documents such as Statements of Work, Performance Work Statements, and/or Statement of Objectives. This may involve reviewing Request for Change (RFC) documentation, participating in Technical Exchange Meetings, and facilitating requirement development discussions with various offices.
  • Provide critical analysis on IPT actions and DHS, DNDO, and Interdiction Technology Branch (ITB)/CBP Policy initiatives and guides implementation actions.
  • Performs planning, strategizing, organizing and market research in support of procurement of goods or services including creation of acquisition package
  • Reviews and makes recommendations regarding requirements generation in alignment with DHS 102 policy and identifies technology shortfalls/gaps that are not being addressed.
  • Coordinates the necessary resources to support and adhere to directed schedules and project completion dates.

 

Stakeholder Coordination

  • Develops and executes a Stakeholder Communication Plan or similar to ensure timely communication of relevant information to all DHS, DNDO, and CBP stakeholders
  • Monitors the progress of all actions which support project accomplishment and provide all stakeholders with accurate status of all ongoing initiative

 

Logistics Support

  • Coordinate appropriate Logistics Support (e.g. On-Demand Services, Maintenance, Warranty, sparing) with the Integrated Logistics Branch (ILB) and/or other offices as needed.
  • Advises Field support personnel on matters dealing with Project related issues impacting Field activities.  Typically as directed by the Government PM or on behalf of Office of Field Operations personnel.

 

Risk Management Support

  • Formulate appropriate risk management strategies including recommendations for researched and applicable strategies suited for the associated project(s) under consideration.

 

General Administrative Support

  • Responsible for gathering information, creating spreadsheets and tracking data for the entire lifecycle of ITB programs.
  • Responsible for completing meeting minutes and assists ITB/Acquisition team with creating and updating the required with documentation for the program
  • Researches financial data to confirm payments, deliverables as received, accepted and drafts required documentation for completed contracts and delivery order
  • Provides other services as needed by the PM/client to include: product quality assurance, tailored writing, technical editing, administrative support and research.

Qualifications

SKILLS:

  • Possess practical knowledge of procurement procedures, operations, and regulations (i.e., FAR).
  • Possess practical knowledge of Procurement Requests (PR's), Contracts, Delivery Orders and modifications in support of government personnel (i.e., SAP)
  • Excellent oral and written communication skills and ability to work effectively with people at all levels.
  • Shall possess ability to communicate complex issues, clearly and effectively, both verbally and in writing to a range of stakeholders.
  • Shall possess ability to work both individually and in a team environment.
  • Shall be proficient in the use of commercial software packages such as Microsoft Office (in particular Word, Power Point, Project, Outlook and Excel) and SharePoint.
  • Experience in development of databases in Microsoft Access for technical and programmatic tracking of financial data, key deliverables, and milestones is highly desirable.
  • Expert experience in Microsoft Word and Excel are highly desirable

System Familiarization:

  • Experience with Non-Intrusive Inspection systems and Office of Field Operations operational and programmatic information would make the candidate highly qualified.

Certifications:

  • Project Management Professional (PMP) Certificate, Defense Acquisition Workforce Improvement Act (DAWIA) Program Management II/III, Federal Acquisition Certification for Program Management (FAC)-P/PM Level II/III, or similar certifications would make the candidate highly qualified.

Education:

  • The candidate must possess a Bachelor of Science or Bachelor of Arts Degree from a fully accredited institution. A degree in Engineering, Information Technology, and/or Business or in a technical/scientific field is required. Ten years of related experience will satisfy the education requirement.

 

EXPECTED TRAVEL: Up to 20% of duties
