Overview

Mayvin® is currently seeking experienced applicants for a Financial Management Project Manager position that will support a DoD client at SPAWAR in N. Charleston, SC.

This position is contingent on contract award. Secret clearance is required.

Responsibilities

  • Provide business financial management and analytical support at the command, competency and portfolio levels.

 

  • Develop and maintain the budget of the projects and / or programs that they support for the Government. They must follow the appropriate work breakdown structure to support the appropriation being managed for the project/ program. The contractor shall ensure that all budgets are planned in the ERP System in accordance with the command’s business rules.

 

  • Provide financial analysis support to key support areas associated with financial reconciliation, Financial Improvement and Audit Readiness (FIAR), and organization financial statements. The contractor shall assist in compliance with the Financial Auditability and Integrity Act to ensure that all support documentation is available to support this requirement. The contractor shall provide financial analysis and recommend processes or improvements to processes associated with FIAR.

 

  • Provide financial analysis support to include research accounting errors, recommended corrective actions, and administrative support to document all accounting transactions.

 

  • Ensuring all appropriate costs are accounted for in the budget of the project and / or program they support. The contractor shall apply the appropriate Navy Working Capital Fund rates when developing the budget of the project and / program they support.

 

  • Provide management analysis and forecasting needs in support of Command Overhead, Direct and Service Center initiatives as well as data calls and other command initiatives.

 

  • Assist with knowledge transfers of financial management, policies, regulations, and processes to the workforce.

 

  • Assist the government the preparation of the general fund reporting for annual budget process. The contractor shall assist the government with the fiscal management of the general fund to include monitoring reports, budget drills, financial and manpower analysis, and cost analysis.

 

  • Assist the government with ensuring that all budgets and funding are requested and executed in compliance with the Department of Navy Financial Management and Policy Manual.

 

  • Assist the government in the interpretation of DOD financial policy, laws and regulations, prepare documents and artifacts for government to reviewing response to financial data calls.

 

  • Support data integrity efforts through proper data tagging and data associations to advance analytical capability and responsiveness.

 

Qualifications

Education:

  • BS/BA degree in Financial Management, Business Management related Curriculum. BUS-FM DAWIA Level 3 or CDFM certified.

 

Experience:

  • Ten (10) years of direct work experience, to include managing Design, Development, Production, Installation, and Test & Evaluation of C4ISR product delivery.
  • Four (4) years as manager of C4ISR products to include: Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and Material Logistics Control.
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

 

Specific experience:

  • Ten (10) years of extensive DoD and/or DoN BUS-FM direct work experience, to include: application of complex BUS-FM concepts and techniques, as well as strategic knowledge of financial processes.
  • Expert demonstrated leadership skills in interpreting BUS-FM policies and regulations serving as a leader of teams, supporting customers with interpreting analysis for problem solving or decision support and providing recommendations at a strategic level for BUS-FM products and processes.
  • Experience may be concurrent.
