Overview

Mayvin® is currently seeking experienced applicants to serve as a Senior Field Engineer which will serve on a team as a senior technical advisor supporting border security efforts. The candidate will work under the supervision of the Program Manager and directly with stakeholders to perform site surveys; acceptance testing; technical integration; design and program reviews; and activities required to operate, maintain, and troubleshoot CBP equipment. The position requires the flexibility to travel to other localities including, but not limited to, seaports, foreign airports, and land ports of entry.

This position is contingent on appropriate funding. Applicants must undergo a Background Investigation (BI) or a Single Scope Background Investigation (SSBI) to determine suitability for employment

Responsibilities

  • Provides technical advice and consulting as the senior level technical professional
  • Develops detailed plans, procedures, and reports for the government acceptance of systems/equipment ensuring their readiness for field operation
  • Develops detailed plans, procedures, and reports for the evaluation of systems/equipment against CBP requirements
  • Performs complex technical work to functionally analyze systems then create checklists and processes for personnel with limited technical capability to validate performance specifications
  • Understands software and hardware verification and validation concepts to support systematic software and hardware troubleshooting
  • Performs government acceptance testing to ensure CBP requirements are met by preparing site specific documentation and verifying that the approved installation design and functional requirements have been met
  • Coordinates and actively participates in site surveys for equipment installations with local Customs and Border Protection representatives
  • Reviews white papers, design trade studies, proposed engineering design changes and other technical documentation for impacts to baseline program technical requirements and schedules. Identifies issues and provides recommendations for resolution to team
  • Assists team with reviewing design documents to prepare sites for technology deployment and acceptance
  • Assists team with reviewing equipment drawings and hardware/software designs to support successful equipment design, production, and installation
  • Coordinates site visits with system installation site (e.g., Ports of Entry (POE)) to ensure schedule, personnel and logistical requirements are known by all parties (POE), CBP team and System Contractor)
  • Reviews and provides technical comments to PM for technical NII system specifications for completeness and technical accuracy to meet CBP mission requirements
  • Analyzes and resolves complex technical issues to ensure CBP requirements are met. May serve on and lead working groups to perform problem solving and troubleshooting
  • Analyzes trends and make recommendations for improvements and efficiencies in system, hardware and software performance
  • Monitors progress of deployment and installation projects to ensure project and contract schedule requirements are met
  • Possesses understanding of enterprise system operations’ functions including support of servers; setup; installation and maintenance; software and hardware; and network support
  • Assists team with creating and updating the required documentation for the program
  • Monitors and reports on project activities and resources to mitigate risk throughout the project life cycle.Develops and executes processes and procedures for ensuring systems are accountable in the CBP property inventory
  • Provides specific test, evaluation and operating experience for CBP equipment (e.g., systems tested, tests performed (e.g. acceptance, factory, operation, etc.)
  • Identifies and tracks trends in cost, schedule and performance across contractual activities, to include contract ceiling and reports any performance deficiencies to the Team Lead/PM
  • Tracks contract deliverables and provides reviews and assessments as needed or directed
  • Reviews and recommends improvements to System contractor designs, products, processes and procedures for CBP technologies
  • Prepares, reviews and assesses acquisition documents including SOWs, specifications, Contract Data Requirements Lists, Data Item Descriptions, and deliverable schedules
  • Reviews and assesses Engineering Change Proposals, Request For Deviations, Request for Waivers and other Configuration Management documentation for CBP equipment
  • Tracks issues/action items and provides input and support for their resolution
  • Provides input to requirements analysis in the concept development process
  • Supports activities to perform cost-performance trade-off analysis, feasibility analysis and regulatory compliance
  • Assists in developing criteria for the evaluation and selection of NII systems from a range of viable options
  • Supports the system definition study to develop the conceptual design of an NII system
  • Assists in developing/reviewing/editing detailed functional and performance requirements and interface requirements
  • Provides other services as needed by the client to include: product quality assurance, tailored writing, technical editing, administrative support and research

Qualifications

Education

  • A Bachelor’s degree (or equivalent) in Information Technology, Engineering, or other relevant field of study from a fully accredited institution (Advanced degree preferred but not required).
  • Fifteen (15) years of related experience will satisfy the education requirement.

Clearance:

  • Applicants must undergo a Background Investigation (BI) or a Single Scope Background Investigation (SSBI) to determine suitability for employment. This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
  • Qualified applicants must be U.S. citizens.

Experience: 

  • At least ten (10) years of direct related experience as a Test Engineer
  • Familiarity with CBP operations and Non-Intrusive Inspection (NII) or radiation detection equipment is not required, but highly desired
  • An understanding of DHS/CBP products/processes and organizational structure is highly desirable
  • Shall possess strong analytical and problem solving skills to resolve issues in the field with limited resources

  • Shall possess ability to communicate complex issues, clearly and effectively, both verbally and in writing to a range of stakeholders at all levels of seniority

  • Shall possess ability to adapt to changing environments and scenarios with limited supervision

  • Shall possess ability to work both individually and in a team environment

  • Shall be proficient in the use of commercial software packages such as Microsoft Office including Word, Power Point, Project, Outlook, Excel and SharePoint

  • Shall be experienced in development of databases in Microsoft Access for technical and programmatic tracking of financial data, key deliverables, and milestones is highly desirable
